Heat oil in 6-quart pressure cooker. Brown beef. Stir in water, carrots, onion, celery, parsley flakes, salt, basil, garlic, pepper, and bay leaf. Close cover securely. Place pressure regulator on vent pipe. Cook 15 minutes, at 15 pounds pressure, with pressure regulator rocking slowly. Let pressure drop of its own accord. Add green beans, great northern beans, tomatoes, sausage, zucchini, and noodles. Simmer uncovered for 10 minutes. Serve with cheese. Makes 10 servings.
